ICTSS00084 – Basic Open Cabler Registration Skill Set
This skill set addresses the skills and knowledge required to install, maintain and modify telecommunications customer cabling in domestic and commercial premises in accordance with Australian Communications and Media Authority (ACMA) requirements.
Who is this course for?
This course is for new or existing workers in the telecommunications industry who wish to be employed as open registered cablers in accordance with ACMA requirements.
Learners could include:
- New workers in telecommunication Industry
- Existing workers in telecommunication Industry
- Restricted cabler registration holders
- General Public

Entry requirements
Applicants must:
- Be 18 years or over
- Hold a valid visa to study in Australia (student visas are not accepted)
- Complete your Language Literacy and Numeracy (LLN) assessment
Language, Literacy & Numeracy
You must undertake a language, literacy, and numeracy assessment during your induction session before beginning the qualification. Results will be assessed on an individual level by the assessor.
Depending upon the level of support required for the language, literacy, or numeracy an alternative training and assessment method may be used or you will be recommended to pursue the Foundation Skills program, which will help you fulfil the LLN gap and achieve the qualification.
Course structure
Learners need to complete the following 4 units of competency to attain Statement of Attainment that would enable individuals to apply for their ACMA Open Registration Cabling License.
Learner must complete and achieve ‘Competency’ on the following units, prior to attempting ICTCBL247 unit:
- ICTTEN208 Use electrical skills when working with telecommunications networks.
- ICTWHS204 Follow work health and safety and environmental policy and procedures

Course Delivery
The course will start with an induction, ICTWHS204 is the first unit that the learners has to complete online self paced. Upon completing the unit, further units would be released for self study and completing the informal quizzes before you attend 5 days of online + face-to-face training.
- Complete 15-20 hours of pre-course work on Energy Space – Student Online Portal.
- Attend 3 online sessions
- 2 days of face-to-face class. Attendance is mandatory to obtain a certificate of completion.
Frontier applies only competency-based Assessment pathway for this course.
Learners will have the option to complete their assessments and provide a hard copy of their completed work.
The learning approaches used for this course may include:
- Virtual Face to Face in groups using ZOOM online platform for theory
- Classroom based Face to Face (due to Pandemic not in practice)
- Hands on Practical onsite in Frontier Campus ensuring COVID protocol are complied.
Course Outcome
Licensing agreement with Australia Communications and Media Authority (The ACMA).
On successful completion of the course, learners would be able to apply for their Open Registration License as outlined under Licensing requirements. Upon successful completion of this course, individuals who have three hundred sixty (360) hours of authentic telecommunications cabling experience and meet the course prerequisites, will have constructed the skills and knowledge required to apply for an ACMA Open Cabler Registration.
*Please note, the Open Cabling Registration is issued by one of the five ACMA approved registrars and NOT Frontier.

- 15-20 hours pre-course work in Energy Space
- 2 days face-to-face class
- 3 online sessions
