Registered Electrical Contractor (REC)
To run an electrical contracting business, you must be registered under Energy Safe Victoria. This registration ensures that you have the skills and knowledge required to undertake electrical work as per the current safety standards and compliances for businesses in this industry.
The ESV accepts applications for registration from three types of entities:
- Individuals
- Partnerships
- Companies

This includes regulatory, occupational, technical and workplace-related subjects that help you operate a contracting business successfully.

Important : Unit ‘UEECD0007- Apply work health and safety regulations, codes and practices’ is a pre-requisite to register for this short course.

Entry requirements
Applicants must complete Unit ‘UECD0007- Apply work health and safety regulations, codes and practices before applying for this short course.
Prior to enrolling in the course, please contact Energy Safe Victoria’s (ESV) Licencing Department on 1800 815 721 as you will need to apply for preapproval via ESV’s online application portal, ESV Connect. Here is the link https://esv.vic.gov.au/esvconnect/
- copies of all relevant documents and certifications demonstrating your competency in your primary trade, vocation or occupation
- completed CPR
- a credit or debit card to pay the application fee.
Applicants are also required to complete the following prior to application:
- Language, Literacy and Numeracy Course
- Pre-Training Review
Course structure
This unit involves the skills and knowledge required to develop compliance policies and plans to conduct an electrical contracting business.
UEEEL0040 – Develop compliance policies and plans to conduct an electrical contracting business
It includes the developing a business plan and workplace policies to ensure regulatory requirements are met in conducting a contracting electrical business.

Course delivery
The course will be delivered face-to-face in a classroom setup along with access to a simulated environment that covers the workplace performance. The face-to-face class will include lectures, discussions, practice, formative assessments and summative assessments.
Learners will have the option to complete their assessments online through Cloud Assess, Frontier’s online learning platform.
Attendance is mandatory to obtain a certificate of completion.

Students are required to attend Face to Face classes and complete Self paced tasks prior to attending the classes.

Upon completion of this unit, learners will be able to demonstrate the following competencies:
- Evaluating factors influencing the performance of a contracting business accurately
- Identifying the formal processes for meeting legislated obligations
- Establishing an appropriate focus for the business
- Establishing policies to ensure all legislated requirements and standards are met
- Developing procedures and processes to give effect to established policies
- Giving written justification of solutions provided
- Dealing with unplanned events
- Applying relevant industry standards
- Applying relevant legislation
- Applying relevant work health and safety (WHS)/occupational health and safety (OHS) requirements, including using risk control measures
- Developing business plan and compliance policies, including:
- Completing documentation
- Developing methods to maintain procedures
- Reviewing policies, plans and procedures.
Student upon completion will receive Statement of attainment for the units of competency completed as per the course structure. The Statement of Attainment helps you apply for a Registered Electrical Contractor (REC) Licence.
